Obama's proposal would make two years of community college free for students. He argues that the effort would provide students with workforce skills and a free start in obtaining a bachelor's degree. If fully implemented across all fifty states, America's College Promise is estimated to benefit nine million students each year and save full-time community college students $3,800 in tuition per year. Students are eligible for the program if they attend community college at least part-time, maintain a 2.5 GPA and make steady progress toward the completion of their program.
